  5. In a saucepan, combine chocolate chips and sweetened condensed milk over medium heat, stirring until smooth.
  6. Pour the fudge sauce over the cookie dough layer, spreading evenly.
  7. Press M&M’s into the fudge layer evenly.
  8. Chill in the refrigerator for at least 2–3 hours until firm.
